Mic Drop
My theory is that Genly came from Earth. He obviously didn't come from our time but way down the line when we can travel the way he does. Or maybe every planet was colonized by groups of humans from earth and they adapted to their environments and now Earth is trying to re establish connection with them. So of course in his mind the sex of a human helps others deal with them but now the sex of someone has become irrelevant because the environment they live in is best survived in if the sex of someone didn't get in the way. Genly coming from Earth would have trouble accepting this and dealing with it because of where he is from where people can move to a climate that best suits them.

It's definitely directly stated that Genly is from Earth in the book... So I guess your theory is correct. :)

It's like star trek bro, on the starship enterprise, its funny to think that we could still be trying to imperialize and recruit members of some kind of centralized power even in our distant future.
